PM to head national committee on Rohingya repatriation strategy

The Rohingya Community in Norway (RCN) welcomes the decision of the Government of Bangladesh to establish a high-level National Committee on Rohingya Repatriation Strategy under the leadership of Prime Minister Tarique Rahman. This initiative reflects Bangladesh's continued commitment to finding a durable solution to one of the world's longest-running refugee crises.

For nearly a decade, Bangladesh has generously hosted more than one million Rohingya refugees despite enormous economic, environmental, and social challenges. RCN expresses its sincere appreciation to the Government and the people of Bangladesh for their extraordinary humanitarian support and solidarity with the Rohingya people.

RCN believes that any comprehensive repatriation strategy must be based on the principles of voluntariness, safety, dignity, and sustainability, in accordance with international law. The ultimate objective must be the safe return of Rohingya refugees to their ancestral homeland in Arakan, Myanmar, with full citizenship, equal rights, freedom of movement, and protection under the law.

However, RCN remains deeply concerned about the current situation in Rakhine State. Large areas where Rohingya once lived are now under the control of the Arakan Army (AA), and reports from Rohingya communities and human rights organizations continue to raise serious concerns about violence, forced displacement, arbitrary detention, and destruction of Rohingya villages. These conditions do not provide a safe environment for voluntary repatriation.

RCN therefore emphasizes that repatriation cannot proceed until essential conditions are met, including:

1. Full restoration of Myanmar citizenship for the Rohingya.
2. Legally guaranteed equal rights and freedom of movement.
3. Strong security guarantees to protect returning refugees.
4. Accountability for crimes committed against the Rohingya people.
5. Independent international monitoring of the repatriation process.
6. Meaningful participation of Rohingya representatives in planning and implementing any repatriation framework.

RCN calls upon the Government of Bangladesh to ensure that Rohingya representatives are consulted throughout the development of the national repatriation strategy. No solution can succeed without the voices and participation of the Rohingya themselves.

RCN also urges the United Nations, ASEAN, the European Union, the Organisation of Islamic Cooperation (OIC), and the wider international community to intensify diplomatic efforts to address the root causes of the crisis, press all relevant actors in Myanmar to guarantee the safety and rights of the Rohingya, and support conditions that enable voluntary, safe, dignified, and sustainable return.

The Rohingya crisis cannot be resolved through repatriation alone. A lasting solution requires justice, accountability, restoration of citizenship, recognition of the Rohingya as an indigenous ethnic community of Myanmar, and guarantees that the atrocities of the past will never be repeated.

RCN reaffirms its commitment to working with Bangladesh, the international community, and all stakeholders to achieve a peaceful, just, and durable solution for the Rohingya people.

Pressemelding

9. juli 2026

RCN mener at AA i praksis viderefÞrer Rohingyaenes fordrivelse.

1. SÞrg for akutt humanitÊr stÞtte til redningsarbeid, medisinsk hjelp, trygg evakuering og sikrere midlertidige bosteder i leirene.
2. Øk presset pÃ¥ Myanmars militÊrregime og AA for Ã¥ stanse alle overgrep mot Rohingya og sikre full humanitÊr tilgang i Arakan.
3. Krev at AA garanterer trygghet, bevegelsesfrihet, eiendomsrett og full beskyttelse for Rohingya i områder under deres kontroll.

Press release

9 July 2026

Rohingya Community in Norway (RCN) expresses deep sorrow and grave concern following reports of a massive landslide that struck a girls’ school in Camp 5 in the Rohingya refugee camps in Cox’s Bazar, Bangladesh. Preliminary reports indicate that many students and teachers may be trapped beneath the debris. Rescue operations are still ongoing, and the final number of people killed, injured, and rescued has not yet been confirmed.

Our thoughts and prayers are with the children, teachers, families, and all those now waiting in fear and despair. May Allah protect those who are still trapped, grant strength to the rescue teams, and comfort everyone affected by this heartbreaking tragedy.

This tragedy must not be treated as an isolated natural disaster. It is the direct consequence of a prolonged man-made catastrophe: the Rohingya people have been driven from their homeland of Arakan through systematic persecution, violence, village burnings, confiscation of property, and genocide. They have been forced to live in overcrowded, unsafe, and vulnerable camps, where monsoon rains, landslides, floods, and fires repeatedly claim innocent lives.

RCN emphasizes that both Myanmar’s military regime and the Arakan Army (AA) bear a heavy responsibility for the continued suffering of the Rohingya. Myanmar’s military regime carried out brutal operations against the Rohingya in 2016 and 2017, leading to mass displacement, the destruction of villages, and the loss of countless lives. At the same time, it must be stated clearly: AA cannot evade responsibility. On the contrary, AA today has a particularly serious role because the group controls large parts of Arakan and still does not facilitate the safe, dignified, and voluntary return of the Rohingya.

RCN believes that AA is, in practice, continuing the displacement of the Rohingya. Instead of opening the way for return, security, property rights, citizenship, and dignity, AA has contributed to new forms of fear, restrictions, forced labour, arbitrary abuses, and pressure that force the remaining Rohingya to flee. Many Rohingya are once again risking their lives because they are safe neither in Arakan nor in the refugee camps.

RCN also recalls that Rakhine extremist forces played a serious role in the violence against the Rohingya in 2016 and 2017. Many of these forces participated in or supported the burning of village after village, as well as the looting of Rohingya property, livestock, and livelihoods. Today, many of the same anti-Rohingya attitudes and structures are linked to AA’s policies and practices in Arakan. Therefore, AA’s responsibility is not less, but in many cases even more serious, because AA now claims control and authority over areas where the Rohingya have their historical roots.

The monsoon rains have only just begun, yet Rohingya refugees are already experiencing tragedy after tragedy. Within just a few days, several major landslides have claimed lives, affected children, and destroyed families. Every time the world waits, more lives are lost.

RCN therefore calls on the international community, the United Nations, the European Union, and the Government of Norway to act immediately:

Provide urgent humanitarian support for rescue operations, medical assistance, safe evacuation, and safer temporary shelters in the camps.
Increase pressure on Myanmar’s military regime and AA to stop all abuses against the Rohingya and ensure full humanitarian access in Arakan.
Demand that AA guarantee safety, freedom of movement, property rights, and full protection for Rohingya in areas under its control.
Work for the safe, voluntary, dignified, and rights-based return of the Rohingya to Arakan, not their permanent confinement in refugee camps.
Support international legal processes and accountability for crimes committed by both Myanmar’s military and AA.
Increase Norway’s humanitarian and diplomatic efforts before the monsoon leads to even more deaths.

The Rohingya belong in Arakan, not in dangerous refugee camps where children are buried beneath landslides while the world watches. The refugee camps in Bangladesh are not a solution. They are a temporary result of genocide, displacement, and international inaction.

RCN urges the Government of Norway to use its voice more clearly and more strongly. Action must be taken now — not after the next tragedy, not after the next landslide, and not after even more children have lost their lives.

Press release

7 July 2026

Rohingya Community in Norway (RCN) expresses its deepest sorrow and sympathy following the tragic incident in the Rohingya refugee camps in Cox’s Bazar, Bangladesh, where at least eight Rohingya refugees, including several children, lost their lives in landslides caused by heavy monsoon rains. Several others were injured, and many families lost their fragile shelters as mud and earth swept through the densely populated camps. Every life lost in these camps is a painful reminder of the prolonged tragedy that the Rohingya people continue to endure.

The vast refugee camps in Cox’s Bazar are home to more than one million Rohingya who fled systematic persecution, violence, and grave human rights violations in Myanmar. The camps are built on hilly terrain with simple bamboo shelters and tarpaulins, making them highly vulnerable to heavy rain, flooding, and landslides during the monsoon season. Despite repeated warnings from humanitarian organizations, thousands of families are still forced to live in high-risk areas.

At the same time, international humanitarian support for Rohingya refugees has been significantly reduced in recent years. Funding cuts have made it increasingly difficult to provide sufficient food, healthcare, education, protection, and essential infrastructure needed to reduce the risk of such disasters. This is happening at a time when the needs are greater than ever.

RCN emphasizes that the rightful and dignified place for the Rohingya is not in refugee camps in Bangladesh. The Rohingya are an indigenous people of Arakan, also known as Rakhine State, in Myanmar, where their ancestors have lived for centuries. No people should be forced to live indefinitely as refugees, dependent on aid and exposed to natural disasters year after year.

Sadly, the continuing persecution and serious abuses against the Rohingya, including actions committed by armed actors that prevent safe return, make it impossible for most refugees to return home. A lasting solution can only be achieved when the Rohingya are able to return voluntarily, safely, and with dignity to their homes in Arakan, with full citizenship, security, freedom, and equal rights.

RCN believes that the international community has a moral, legal, and humanitarian responsibility to secure such a solution. The world must not accept that more than one million people remain trapped in refugee camps without a future. Increased humanitarian assistance, stronger diplomatic efforts, and concrete measures are urgently needed to ensure accountability for serious human rights violations and to create the conditions for safe return.

RCN especially calls on Norway to continue being a clear voice for the rights of the Rohingya people. As an internationally respected advocate for human rights, Norway has an important role to play in promoting the protection of the Rohingya, supporting international justice processes, and helping ensure that the Rohingya regain their fundamental rights and the possibility to return home to Arakan in safety and dignity.

RCN extends its deepest condolences to the families who have lost their loved ones and stands in solidarity with all Rohingya refugees who have once again been struck by a tragedy they should never have had to face. We urge governments, the United Nations, humanitarian organizations, and all those working for human rights to act swiftly and collectively to protect the Rohingya people and contribute to a just and lasting solution to this prolonged humanitarian crisis.
